"Can I issue the visas?" was the question sent by Sugihara to the Ministry of Foreign Affairs. The Answer he received was, "Only to those who have the right papers and the right means for travel and stay in Japan". Sugihara was tormented by an inner debate, should he issue life saving visas for the Jews, or should he follow the diplomatic code and obey the orders given to him by the ministry. He has made his decision.
